Quick answer: Loop Habit Tracker is the only app here that states it needs no internet connection and no account at all, and it is Android only. Todoist and Notion both document real offline modes with conditions attached. Every other app we checked says nothing about offline behaviour in its official materials, which is not the same as saying it fails.
This turned out to be a shorter list than expected. Most habit apps do not tell you what happens without a connection.
We checked official documentation rather than guessing from reviews, and we have kept the difference between "documented to work" and "not mentioned" visible throughout.

Read the third column. Three apps document offline behaviour in public, three do not mention it, and one is us answering for our own product.
That last row deserves the caveat it carries. Routinery works offline, and we know that because we build it, but the claim is not written down anywhere a reader can open. We checked our own App Store listing, our Google Play listing, and our website before writing this, and none of them say it. So the source column names us rather than a document, and you should weigh it the way you would weigh any company describing its own app. The other six rows can be checked without taking anyone's word for it.
"Not mentioned" in the remaining rows means we could not verify it either way, not that the app fails without a connection.
Loop: the only unconditional answer
Loop Habit Tracker's listing states that it "doesn't require an Internet connection or online account registration" and that habit data never leaves the phone. It is open source under GPLv3, free, with no ads and no habit limit.
The catch is reach. Loop is Android only, so there is no iPhone, iPad, Mac or web version, and no sync between devices because there is no server to sync through. If you carry one Android phone and want a tracker that works in a tunnel, this is the answer and the article could stop here.
Loop also rates 4.73 on Google Play from 63,072 ratings, the highest in this group, and it draws the most praise for simplicity of any app we have measured.
Todoist and Notion: real offline modes with conditions
Todoist switches to offline mode automatically when there is no connection, and changes sync when you reconnect. The condition is in the same help article: you cannot log in while offline, so you have to be signed in before you lose signal. That is easy to satisfy and easy to forget before a flight.
Notion added offline mode in version 2.53 on 19 August 2025, which makes it the newest entry here. You can view, edit and create pages on the desktop and mobile apps. Pages need an "Available offline" toggle, and on Plus and higher plans recent and favourited pages download automatically. It does not work in a web browser.
Both are conditional rather than unconditional, and both conditions are the kind you satisfy in advance rather than in the moment.
Review data: what it shows and what it cannot
Across 29,022 public reviews of these apps, offline comes up 149 times, which is 0.5 percent. Those reviews average 3.19 stars against an overall average of 3.95.
That lower average is the interesting part. When people mention offline, they are usually complaining. The mentions also cluster: Notion at 55 and Habitica at 53, with every other app in single digits.
Notion's concentration makes sense given that offline mode only arrived in August 2025, so years of reviews predate it. What the counts do not tell you is whether an app works offline, only whether it became a topic. That is why the table above is built from documentation instead.
We also looked for travel and timezone complaints, since those often come up alongside offline. There were 27 mentions across all 29,022 reviews, which is 0.1 percent. That is too few to say anything, so this article does not.
How to choose: match it to how you lose signal
- You want it to work with no account, ever. Loop, if you are on Android. Nothing else here makes that claim.
- You lose signal occasionally on one device. Todoist or Notion, with the setup done in advance.
- You are flying tomorrow. Open the app and sign in before you leave, whichever one you use. Todoist's help says explicitly that you cannot log in offline.
- You need sync across several devices. That requires a server, which is the opposite constraint. Pick for sync and accept the connection requirement.
- The app you like is in the "not mentioned" group. Test it in airplane mode for a day. That is faster than looking for documentation that does not exist.
Why bother at all? Because a gap in the record is a gap in the habit. In the SMARTER trial, 502 adults self monitored their diet for a year and average adherence was 51.6 percent (SD 39.3), with higher adherence associated with greater odds of losing at least 5 percent of body weight (adjusted OR 1.25, 95% CI 1.19 to 1.31). A week abroad where nothing gets logged is a week missing from that record.
Context stability matters too. A 2026 preregistered reanalysis of 254 adults over 6 months found 6 of the 10 factors it tested were significantly associated with habit strength, including context stability and behaviour frequency. Travel disrupts both, and an app that stops working makes it worse. Both studies show association rather than cause.

No ranking: why this is a table and not a list
A ranking implies we measured the same thing for each app, and we did not. Three apps published documentation, three did not, and on one we are the source. Ranking them together would turn "we could not verify this" into "this app is worse", which is not what the evidence supports.

Frequently asked questions: habit apps and offline use
Which habit apps work offline without internet?
Loop Habit Tracker states in its Play listing that it needs no internet connection and no account, and that data never leaves the phone. It is Android only. Todoist documents an offline mode that activates automatically and syncs on reconnect, with the condition that you must already be logged in. Notion added offline mode in August 2025 for its desktop and mobile apps, using a per-page toggle. Routinery works offline, though as its makers we are the only source for that, since our own listing does not say it. Streaks, Habitica and TickTick do not mention offline behaviour in their listings, so we could not verify them either way.
Does Todoist work without internet?
Yes, according to its official help article. Offline mode turns on automatically when there is no connection, and any changes sync to the server once you reconnect. The one condition matters more than it sounds: you cannot log in to Todoist while offline, so you need to be signed in before you lose signal, and the app needs to have been launched if you are using the web or desktop version. Sign in before a flight rather than after boarding.
Can I use Notion offline?
Yes, on the desktop and mobile apps, not in a web browser. You open a page, select the menu at the top and toggle on "Available offline". On Plus, Business and Enterprise plans, Notion automatically downloads recent and favourited pages. This is newer than most people realise, since offline mode arrived in Notion 2.53 on 19 August 2025, so older advice saying Notion does not work offline was correct at the time it was written.
Is offline a common complaint?
It is uncommon but negative when it appears. Across 29,022 reviews, offline comes up 149 times, which is 0.5 percent, and those reviews average 3.19 stars against an overall average of 3.95. What about travelling across timezones?
We looked and found too little to report. Timezone and travel come up 27 times across all 29,022 reviews, which is 0.1 percent, spread thinly with Todoist at 9 and Microsoft To Do at 7 as the highest. That is not enough to draw any conclusion about which app handles a timezone change well. If this matters to you, test it directly by changing your phone's timezone and seeing what happens to a scheduled reminder.
Method: documentation first, reviews second
Offline behaviour comes from official sources only: the Todoist and Notion help centres, and the Google Play or App Store listing text for the others. Where a listing does not mention offline behaviour, the table says so rather than inferring a result.
The one exception is our own app, and it is worth naming because it is the row that flatters us. Routinery works offline, but no published page of ours says so, so the table credits the Routinery team rather than a document. We could have left the row reading "not mentioned" and kept every cell externally checkable. We did not, because telling readers an app fails a requirement it actually meets is its own kind of inaccuracy. Treat that row as a claim to verify rather than a fact we sourced, and hold the other six to the standard the source column shows.
Review counts come from 29,022 public Google Play reviews across 12 habit, routine and task apps, up to 3,000 newest per app, covering 2018-12-22 to 2026-08-19. Phrase matching, one count per review per theme.
